B.S.M. Degree College was established on June 8, 1958 by the Managing Committee of the College and it was inaugurated by Padma Vibhushan Dr. A.N.
Khosla, Member of Parliament. The College was affiliated to the Agra University, Agra and later on in 1968 - 1969 it was affiliated to Ch. Charan Singh University, Meerut (Meerut University) and then in the year 2001 the College was affiliated to H.N.B. Garhwal University, Srinagar Garhwal.
In the year 1970 the Managing Committee of the College upgraded this College upto the Post Graduate level. The affiliation of Post Graduate courses was granted by the then Chief Minister of U.P. Pt. Kamla Pati Tripathi.
Now at present the B.S.M. (P.G.) College, Roorkee Managing Committee running Bachelor courses like B.A., B.Com., M.A., M.Com., B.Lib. & I.Sc., B.Sc. (Agriculture) and B.S.M. Law College (Affiliated to the H.N.B. Garhwal University, Srinagar Garhwal) very efficiently and for the noble cause of the General Public & Society at large.
The college is running under the supervision and able guardianship of its President Shri Manohar Lal Sharma, Advocate, Ex. State Minister of Uttarakhand Govt. and President, International Goodwill Society of India, Roorkee and its Secretary Dr. Uma Datt Sharma with the full co-operation of the Managing Committee of the College since for the last 26 years.
Now the Managing Committee of the College has proposed to start B.Ed. College from the coming session 2008 - 2009 for the noble sake of the students of this new developing state of Uttarakhand.
